Avion Express Philippines Obtains Temporary Operating Permit

Avion Express Philippines has received a temporary operating permit from the Civil Aeronautics Board (CAB), allowing the new carrier to move forward with its planned launch in November 2025. The airline, a subsidiary of Avia Solutions Group, intends to focus on ACMI services and will base operations at Clark International Airport in Angeles City.
The startup plans to introduce its first Airbus A320-200 ahead of the launch, followed by two additional aircraft of the same type by June 2026. These aircraft will be used to support wet-lease and charter operations across regional markets.
Before commencing flights, Avion Express Philippines must still secure a permanent certificate of public convenience and necessity from the CAB as well as an air operator’s certificate (AOC) from the Civil Aviation Authority of the Philippines (CAAP). Both approvals are required for the airline to operate commercially on a long-term basis.
Avia Solutions Group is aggressively expanding its presence in Southeast Asia and the Pacific as part of a strategy to balance seasonality in Europe by shifting capacity to other regions. In recent years, the group has launched BBN Airlines Indonesia, acquired Australia’s Skytrans (rebranded as SmartLynx Australia), and is in the process of certifying Thai SmartLynx Airlines and Ascend Airways Malaysia.
In parallel, Avia Solutions Group is expanding in the Americas through Avion Express Brasil and has also announced plans for Avion Express Mexico, further strengthening its global ACMI footprint.
