Lima Airport Delays New Passenger Fee to December 2025

The government of Peru and Lima Airport Partners (LAP), operator of Lima Jorge Chávez International Airport, have agreed to postpone the introduction of a new passenger transfer fee until December 7, 2025. The USD 12.67 fee for international transit passengers and the USD 8.01 fee for domestic transfers were originally set to take effect on October 27, 2025.
The delay follows strong opposition from airlines that warned the charges would undermine Lima’s competitiveness as a regional hub compared to Bogotá El Dorado and Panamá Tocumen International airports. Carriers including SKY Airline (Chile) and LATAM Airlines Group had indicated potential route cancellations, such as Lima–Cancún and Lima–Havana, due to higher operating costs.
Airlines argued that Peru’s international passenger traffic has yet to return to pre-pandemic levels and that imposing new fees could slow the sector’s recovery. Speaking at the ALTA Airline Leaders Forum in Lima earlier in October, LATAM Perú CEO Manuel van Oordt said, “We have two very efficient competitors nearby—Bogotá and Panamá. Panamá not only avoids transfer fees but also connects to twice as many destinations as Lima.” He added that connection times in Lima average 70 minutes, compared to 45 in its rival hubs.
In response to the backlash, the Peruvian government announced plans to amend civil aviation regulations to ensure greater transparency in fare disclosures. The regulatory body Ositrán will complete the tariff-setting review in the coming weeks.
LAP defended the fees, noting they reflect the real cost of transit services and are essential to recover investments made in Lima’s new international terminal. The operator emphasized that the charges were initially approved in 2013 and urged the government to move forward with regulatory amendments supporting the fee structure.
