ICAO Condemns Iran Over Airspace Violations and Safety Risks

The International Civil Aviation Organization (ICAO) has formally condemned Iran for unlawful airspace violations that are impacting civil aviation safety across the Gulf region, marking a significant escalation in international concern over aviation risks linked to the ongoing conflict.
In a decision adopted on March 31, 2026, and announced from Montréal on April 6, the ICAO Council stated that Iran had violated the territorial integrity and sovereign airspace of multiple countries, including Bahrain, Jordan, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The Council said these actions contravene Article 1 of the 1944 Chicago Convention, which affirms the sovereignty of states over their airspace.
The Council specifically condemned Iran’s use of unmanned aircraft systems, or drones, for military purposes over civilian infrastructure in affected countries. Such operations, ICAO warned, pose a direct threat to the safety and security of international civil aviation, particularly as they intersect with heavily trafficked commercial flight corridors.
Citing the principles of the Chicago Convention, the United Nations Charter, and UN Security Council Resolution 2817 (2026), ICAO emphasized that unauthorized military activity in civilian airspace undermines global aviation safety frameworks and increases the risk of accidents, miscalculations, or unintended escalation.
The organization highlighted the growing disruption to civil air operations across the Middle East, where airlines have been forced to reroute flights, reduce schedules, and operate within restricted “safe corridors” due to ongoing missile and drone activity. These constraints have led to longer flight times, higher operating costs, and increased pressure on already congested alternative routes.
ICAO underscored the urgent need to preserve the safety of international air transport, warning that continued violations could further destabilize one of the world’s most critical aviation regions. The Council called on Iran to immediately cease its unlawful actions and comply with its obligations under international aviation treaties.
The statement reinforces mounting global concern over the intersection of military conflict and civil aviation, as regulators and airlines work to mitigate risks in increasingly complex and volatile airspace environments.
