Airlines Warn of ReFuelEU SAF Compliance Risks
European regional airlines are raising concerns over compliance challenges linked to the ReFuelEU Aviation mandate after the February 14 reporting deadline passed amid widespread documentation gaps from fuel suppliers.
The European Regions Airline Association (ERA) said many aircraft operators did not receive complete or timely sustainable aviation fuel documentation required to demonstrate compliance with the EU’s SAF blending rules. Airlines warn that missing, delayed or inconsistent certificates could expose them to regulatory risk and financial penalties under European Union legislation.
The ReFuelEU Aviation regulation mandates a gradual increase in the use of sustainable aviation fuel at EU airports as part of the bloc’s broader climate strategy. Airlines rely on fuel suppliers to provide verified documentation confirming the volume and sustainability credentials of SAF delivered. Without proper certification, carriers may struggle to prove compliance with mandated blending levels.
The issue is particularly sensitive because SAF remains significantly more expensive than conventional jet fuel. Airlines are expected to absorb or pass on higher fuel costs while also navigating complex reporting requirements. Access to allowances under the EU Emissions Trading System is intended to help offset part of SAF’s cost differential, but this depends on accurate and timely documentation.
Industry representatives argue that airlines should not be penalized for administrative shortcomings beyond their control. They are calling for clearer guidance, harmonized reporting standards and stronger coordination between fuel suppliers, airports and regulators to ensure smooth implementation of the mandate.
Regional carriers, which often operate on thinner margins and serve smaller markets, say they are especially vulnerable to compliance uncertainty. Any disruption in access to ETS allowances or potential fines could have a disproportionate financial impact.
The ERA is urging EU authorities to address the documentation gaps quickly and ensure that compliance mechanisms reflect operational realities. As SAF blending requirements increase over the coming years, industry stakeholders emphasize that robust supply chains and transparent certification systems will be critical to achieving climate goals without undermining airline competitiveness.
With decarbonization at the center of European aviation policy, the successful rollout of ReFuelEU will depend not only on fuel availability but also on consistent regulatory implementation and reliable administrative processes across the supply chain.
