Chinese drone specialists have reportedly been working inside Russia with a state-owned weapons manufacturer that is under Western sanctions, according to European security officials and documents reviewed by Reuters. The cooperation suggests deepening technological ties between Moscow and Beijing despite international restrictions targeting Russia’s defense sector.

The sources say that multiple Chinese engineers traveled to Russia over the past year to support technical development of military drones. These efforts were carried out at a sanctioned Russian arms producer, which has faced export controls and asset freezes since Moscow’s invasion of Ukraine in 2022. The officials did not name the Chinese companies involved but indicated that the work extended beyond basic maintenance, focusing on co-developing new capabilities.

Western governments have accused Russia of turning to foreign suppliers, including Chinese firms, to bypass sanctions on its defense industry. Moscow has been rapidly scaling up its use of drones for reconnaissance and strike missions in Ukraine, making unmanned systems a key pillar of its war strategy.

Beijing has publicly denied providing lethal aid to Russia, insisting it takes a neutral stance on the war. However, the reported presence of Chinese engineers at a sanctioned arms maker raises questions about whether civilian or dual-use technology transfers are being repurposed for military use.

European officials warned that such cooperation undermines international sanctions and risks accelerating Russia’s battlefield innovations. The revelations are likely to increase scrutiny of Chinese drone technology exports and their end users as the war in Ukraine grinds on.
