EASA Proposes Noise Rules for Emerging VTOL Aircraft

The European Union Aviation Safety Agency (EASA) has released a draft regulation to establish noise certification standards for vertical takeoff and landing (VTOL) aircraft, addressing a critical gap in current international regulations. Published as Notice of Proposed Amendment (NPA) 2025-03 on August 22, the proposal is open for public feedback until November 21, 2025.

The new framework would set limits for takeoff, overflight, and approach noise based on existing helicopter standards under ICAO Annex 16 Chapter 8. Hover operations would also be measured and reported, although no formal noise limits would initially apply. Certification would be issued through new forms specific to VTOL-capable aircraft (VCA), with results entered into EASA’s public database.

EASA emphasized that helicopter and tiltrotor standards are not directly applicable to VTOL platforms due to their unique configurations and operating profiles. The proposal aims to ensure a level playing field for manufacturers while supporting local governments in land-use planning and operational approvals.

“Minimizing noise is essential to the societal acceptance of VCA,” the agency stated, noting that urban deployment of air taxis and advanced air mobility vehicles could face resistance without clear noise limits.

The initiative follows consultations with industry stakeholders and national aviation authorities since 2023. Similar efforts are underway at other regulators, including the FAA, ANAC Brazil, and Japan’s JCAB.

If approved, the regulation would be adopted no earlier than 2027, following further review and the issuance of EASA’s final opinion.
