Egypt and Libya Sign Aviation MoU to Improve Air Safety

Egypt and Libya have signed a new aviation memorandum of understanding (MoU) aimed at strengthening cooperation in airspace management, air safety oversight and operational coordination between the two neighboring countries.

The agreement was signed Tuesday Mar. 3 between the Egyptian Civil Aviation Authority and the Libyan Civil Aviation Authority. The ceremony was attended by Egypt’s Minister of Civil Aviation Sameh Hefni and the head of Libya’s Civil Aviation Authority, Mohamed Abdel Salam Shalibk.

Officials said the memorandum of understanding is designed to enhance collaboration in managing and operating the airspace of both countries while ensuring the highest levels of safety and operational efficiency in line with international aviation standards.

The initiative reflects broader efforts by both governments to strengthen regional partnerships and deepen cooperation within the Arab aviation sector. Authorities said the agreement aligns with directives from political leadership in both countries to reinforce strategic ties and improve coordination in key transportation sectors.

Under the terms of the MoU, Egypt will provide technical expertise and institutional support to Libya to help strengthen aviation safety systems and modernize airspace management. The cooperation will focus on sharing experience in regulatory oversight, operational procedures and the development of aviation infrastructure.

One of the key objectives of the agreement is the restructuring and development of Libyan airspace, including the implementation of advanced air navigation technologies designed to improve traffic flow management and enhance flight safety. The initiative is also expected to improve coordination between Egyptian and Libyan air traffic services, allowing for more efficient routing and smoother handling of regional air traffic.

Minister Hefni described the agreement as a significant step toward greater regional airspace integration and the adoption of global aviation safety standards. He said improved coordination between the two aviation authorities will support safer operations while helping airlines reduce delays and operational costs.

Officials believe the cooperation could also improve connectivity between North African destinations and strengthen the competitiveness of both countries’ airspace for international airlines operating across the Mediterranean, Africa and the Middle East.

In addition to safety improvements, the agreement is expected to generate economic benefits by increasing the efficiency of air navigation services and enhancing the overall reliability of regional aviation operations.

Hefni emphasized that Egypt remains committed to expanding strategic partnerships with neighboring countries to advance the development of the civil aviation sector and strengthen regional aviation infrastructure.

The new cooperation framework marks an important step toward closer coordination between the two aviation authorities as they work to modernize airspace systems and support the continued growth of regional air transport.
