EU Sanctions UTair for Alleged Support to Russian Military
The Council of the European Union has included UTair (UT) of Khanty-Mansiysk in its latest sanctions against Russia, citing the airline’s alleged support for the Russian military. The EU’s decision is based on claims that UTair has provided logistical assistance to the Russian Armed Forces by transporting military personnel to combat zones, conducting flights within Russian-occupied Ukraine, and establishing a specialized ticket-selling scheme in collaboration with the Russian Ministry of Defence. Additionally, the sanctions highlight UTair’s association with Vladimir Bogdanov, an oil tycoon and owner of Surgutneftgas, who has been under EU sanctions since April 2022. Although UTair is a public joint-stock company listed on the Moscow Stock Exchange, it does not disclose its current shareholder register. However, it is known to be controlled by JSC AK-Invest, founded by Surgutneftgas.
The sanctions imposed by the EU prohibit any transactions with UTair, effectively isolating the airline from the European Union’s financial and commercial systems. Despite this, the incremental impact of the sanctions is considered limited because most Russian airlines are already banned by the EU, preventing them from operating flights to the bloc or engaging in business dealings with companies registered within the European Union. This broader prohibition means that UTair faces restricted operational capabilities within the EU market, though the additional sanctions serve to further isolate the airline economically.
The inclusion of UTair in the EU sanctions regime is part of a comprehensive strategy to weaken Russia’s military capabilities and deter further military actions by targeting entities that support the Russian military infrastructure.
