ICAO Endorses IBAC Ground Handling Standard

The International Civil Aviation Organization (ICAO) has formally recognized the International Business Aviation Council’s (IBAC) IS-BAH program in its Global Aviation Safety Plan (GASP) for 2026-2028. This marks the first time that the International Standard for Business Aircraft Handling has been included as an ICAO-recognized industry evaluation program.
IS-BAH is now the only ground-handling safety standard for business aviation acknowledged in the GASP, joining IBAC’s International Standard for Business Aircraft Operations (IS-BAO), which previously earned recognition. Together, the two programs provide globally endorsed frameworks for improving safety in business aviation operations both in the air and on the ground.
“It is an honor to be recognized by the ICAO Council in the new GASP,” said Terry Yeomans, IS-BAH program director. “This recognition embodies the mission we set out with when we launched IS-BAH in 2014.”
Launched in Montreal in 2014, the IS-BAH program was designed to establish consistent global safety practices in business aviation ground handling. The standard emphasizes continuous improvement regardless of organization size or scope, promoting best practices for handling aircraft on the ground and during related operations.
IBAC director general Kurt Edwards highlighted the achievement, noting it reflects years of work by staff, auditors, and affiliate organizations dedicated to raising safety standards.
The Global Aviation Safety Plan serves as ICAO’s roadmap for enhancing aviation safety worldwide. By including IS-BAH, ICAO acknowledges the growing community of ground handlers registered under the standard and their role in strengthening global business aviation safety.
