ICAO Urges Stronger Global Support for Air Crash Victims

The International Civil Aviation Organization (ICAO) is calling on governments and aviation stakeholders worldwide to accelerate the implementation of comprehensive support systems for air crash victims and their families, alongside strengthening compliance with updated accident investigation standards.

In a statement marking the International Day Commemorating Air Crash Victims and Their Families, ICAO Council President Toshiyuki Onuma emphasized the need for urgent, coordinated global action grounded in compassion and accountability. He said the international community must do more to ensure practical and sustained assistance reaches families affected by aviation tragedies.

ICAO’s call follows the unanimous adoption of Assembly Resolution A42-15 at the organization’s 42nd Assembly session. The resolution urges all member states to establish robust national family assistance programs, strengthen oversight of international standards, and remain prepared to respond effectively in an evolving aviation landscape.

Under recent updates, Annex 9 to the Convention on International Civil Aviation now includes a binding requirement for states to legislate clear and enforceable family support frameworks. These measures mandate timely notification of next of kin, respectful treatment of victims’ families, accurate recovery and identification processes, transparent communication, and mechanisms for advance financial support.

ICAO has also enhanced accident investigation standards to require faster release of preliminary information, plain-language reporting, and greater opportunities for families to be heard during investigative proceedings. The organization is expanding technical assistance, workshops, and training programs to help states improve compliance and preparedness.

The agency continues to promote broader ratification of the 1999 Montreal Convention, which establishes international rules on airline liability and compensation. With 143 parties currently signed on, ICAO views wider adoption as critical to strengthening victims’ rights globally.

Through audit programs such as the Universal Safety Oversight Audit Program and initiatives like “Safer Skies,” ICAO is reinforcing monitoring, transparency, and cooperation—particularly in regions facing elevated operational risks.

ICAO said building a safety culture rooted in empathy, transparency, and responsibility remains central to global aviation progress, stressing that support for victims and families is not only a moral obligation but an essential pillar of aviation safety.
