Miami-Dade County, Fla., commissioners have approved a $1.17 billion lease to Terra for a 43-acre mixed-use project. The plan calls for more than 1,700 homes, as well as retail space, a hotel and a school, with some apartments likely housing personnel at the US Southern Command in Doral.
