Nice Mayor Proposes Ban on Large Cruise Ships
In a bold move to combat overtourism, the mayor of Nice, France, Christian Estrosi, has proposed a ban on large cruise ships visiting the city. The proposed ban targets vessels carrying more than 900 passengers and exceeding 620 feet in length, with an intended start date of July 1, 2025, according to reports by Travel + Leisure.
Mayor Estrosi emphasized the need to balance tourism with the quality of life for residents. “Tourism, yes, overtourism, no,” he stated during a recent speech to Nice residents. He criticized large cruise ships for their environmental impact, stating, “The cruises that pollute and dump their low-cost clientele who consume nothing, but leave their waste behind … these cruises have no place with us.”
The proposal has not taken the residents by surprise, as Estrosi has a proven track record of addressing pollution associated with large ships docked at Nice’s port. His previous initiatives include significantly reducing the Nice to Corsica ferry schedule to minimize environmental damage and improve local living conditions.
The proposed ban is expected to particularly affect Villefranche-sur-Mer, a neighboring town within the Nice metropolitan area known for having one of the region’s deepest natural harbors. Villefranche-sur-Mer is a regular port of call for cruise ships accommodating up to 3,500 passengers, making it a significant target for the new regulation.
Major cruise lines such as Celebrity Cruises, Royal Caribbean, Holland America Line, Cunard, Norwegian Cruise Line, and Viking, whose ships have a maximum capacity of 930 passengers, would be directly impacted by the proposed ban. These companies may need to reroute their cruises or reduce their presence in the Mediterranean market if the ban is enacted.
Conversely, smaller cruise operators like Sea Cloud Cruises, Windstar, and Atlas Ocean Voyages, which do not exceed the passenger and size thresholds set by the ban, will continue to port in Nice and the bay of Villefranche-sur-Mer without disruption. This distinction aims to preserve niche markets while addressing the broader environmental and social concerns associated with larger vessels.
In addition to the proposed ban, Mayor Estrosi announced plans to invest approximately €7 million ($7.29 million) in port infrastructure projects. These investments will focus on electrifying ports, enabling smaller ships to connect to shore power, thereby reducing emissions from vessels at dock. Furthermore, Estrosi has proposed the construction of a dedicated “high-end” maritime terminal designed specifically for smaller vessels, enhancing the city’s appeal to luxury and boutique cruise operators.
The implementation of the ban on large cruise ships remains subject to approval by regional authorities. This measure reflects a growing trend among popular tourist destinations to regulate cruise ship traffic to protect local environments and communities from the negative impacts of mass tourism.
