Rent for a one-bedroom apartment in central areas averages around $1,322, while outer areas offer more affordable options at approximately $968. Eligible retirees can apply for Spain’s Non-Lucrative Visa, requiring proof of a monthly income of at least $2,700, private health insurance, and valid accommodation. The country suspended its Golden Visa program earlier in 2025.

Portugal ranks second, offering a mild climate, low cost of living, and high-quality healthcare. Portugal’s Golden Visa remains active but now requires investment in rural real estate.
