Eligible retirees can apply for Spain’s Non-Lucrative Visa, requiring proof of a monthly income of at least $2,700, private health insurance, and valid accommodation. The country suspended its Golden Visa program earlier in 2025.
Portugal ranks second, offering a mild climate, low cost of living, and high-quality healthcare. Portugal’s Golden Visa remains active but now requires investment in rural real estate. Costa Rica, Uruguay, and Mexico complete the top five, each known for favorable tax regimes, friendly visa policies, and attractive environments for retirees.
