UAE and Brazil Strengthen Cooperation on Aviation Safety Standards

The General Civil Aviation Authority (GCAA) of the United Arab Emirates has signed a Memorandum of Understanding (MoU) and a Working Agreement with Brazil’s National Civil Aviation Agency (ANAC) to enhance bilateral cooperation in aviation safety oversight and regulatory alignment.

The agreements were formalized on the sidelines of the 42nd Session of the International Civil Aviation Organization (ICAO) General Assembly in Montreal, underscoring both nations’ shared commitment to advancing global aviation safety and security.

The MoU was signed by Saif Mohammed Al Suwaidi, Director General of the GCAA, and Tiago Chagas Faierstein, President of ANAC. It establishes a framework for collaboration in key areas such as information exchange, technical visits, joint training programs, and the adoption of international best practices in aviation safety management. The initiative aims to strengthen the regulatory and operational capabilities of both authorities while promoting greater harmonization of standards.

Complementing the MoU, the Working Agreement was signed by Aqeel Ahmed Al Zarouni, Assistant Director General of Aviation Safety Affairs at the GCAA, and Roberto José Silveira Honorato, Head of Airworthiness at ANAC. This agreement provides a practical mechanism for implementing the objectives outlined in the MoU and focuses on the mutual recognition of airworthiness certificates, technical evaluations, and safety reports. It also promotes closer coordination between the two authorities in approving maintenance organizations, personnel licenses, and aircraft operations.

According to the GCAA, the agreements will not only enhance safety collaboration but also contribute to more efficient cross-border aviation operations between the UAE and Brazil, which have maintained strong diplomatic and trade relations for decades. The enhanced cooperation will help both countries streamline safety approvals and regulatory processes, reducing duplication and fostering a higher level of trust in each other’s safety oversight systems.

“These agreements reflect the UAE’s and Brazil’s shared vision of strengthening aviation safety and ensuring that global air transport continues to operate under the highest international standards,” said Al Suwaidi.

The new partnership reaffirms both countries’ active role within ICAO in promoting safety, efficiency, and sustainability in civil aviation. By building on these cooperative frameworks, the UAE and Brazil aim to further contribute to the stability and security of international air transport while supporting the continued growth of their aviation sectors.
