US Senate Advances Bill to Mandate ADS-B by End of 2031

The US Senate Committee on Commerce, Science, and Transportation has advanced the Rotorcraft Operations Transparency and Oversight Reform (ROTOR) Act, a bill requiring all aircraft and helicopters to be equipped with ADS-B In technology by December 31, 2031.
The legislation was introduced in July following the fatal mid-air collision between a PSA Airlines CRJ700 operating for American Airlines and a US Army Sikorsky UH-60 Black Hawk helicopter near Washington National Airport, which killed 67 people.
Senator Ted Cruz, chair of the committee, said the bill “closes a dangerous loophole that allowed military aircraft to operate in domestic skies without communicating their position quickly and accurately to other aviators, as commercial aircraft do.”
The ROTOR Act also directs the Federal Aviation Administration (FAA) to conduct detailed safety reviews at airports with heavy helicopter traffic, improve coordination between the FAA and the Pentagon, and issue a comprehensive report on systemic issues that may have contributed to the January crash at DCA.
