Henrico County, Va., is preparing to break ground early next year on a $2.3 billion mixed-use “ecodistrict.” The GreenCity project will span more than 200 acres to eventually offer more than 2,000 units of housing, retail, park space, two hotels and a 17,000-seat arena.
