Reports of bad behavior by air passengers decreased significantly after the Federal Aviation Administration adopted a “zero tolerance” policy in January 2021 and began taking enforcement actions. At the peak in early 2021, the FAA reported more than a dozen unruly passenger incidents in 10,000 flights, and in the first week of January 2022 the rate was 4.9 reports per 10,000 flights.
