Avion Express Brasil Secures AOC, Eyes Fleet Growth
Avion Express Brasil (AEB), based at São Paulo Viracopos, has officially obtained its Air Operator’s Certificate (AOC) from Brazil’s National Civil Aviation Agency (ANAC), marking a significant milestone in its rapid expansion strategy. The certificate approval paves the way for the start-up’s entry into Brazil’s aviation market, with operations set to commence in March 2025.
As the first operator in Brazil focused exclusively on the ACMI market—Aircraft, Crew, Maintenance, and Insurance—Avion Express Brasil is poised to tap into new revenue streams by leasing aircraft to other carriers. This strategic focus differentiates it from traditional operators and positions the company uniquely in a competitive market. The airline has announced ambitious fleet plans, targeting the acquisition of ten Airbus A320-200s by the end of 2025. These efforts will serve as the foundation for an even larger expansion, with a goal of operating 25 jets by 2027 or 2028.
At present, Avion Express Brasil operates a single Airbus A320, registered as PR-MLD (msn 3601), which has been instrumental during the certification phase. This aircraft has been parked at São José dos Campos U.E. Stumpf International since January 30, and it symbolizes the company’s commitment to establishing a strong operational presence in Brazil. With the new AOC, the carrier will be able to quickly transition from certification flights to commercial operations, thereby capitalizing on market opportunities as demand for ACMI services grows.
The company’s parent holding, Avia Solutions Group (ASG), is renowned for its diverse portfolio in the aviation sector. ASG currently operates a mixed fleet comprising one A319-100, thirteen A320-200s, and one A321-200. Additionally, its subsidiary, Avion Express Malta, maintains a robust fleet of thirty-eight A320-200s and one A321-200. These operations highlight ASG’s extensive experience in managing modern fleets and providing efficient ACMI services across multiple regions.
Dainius Staniulis, Chief Commercial Officer of Avion Express in Vilnius, confirmed that the Brazilian subsidiary would initially focus solely on passenger aircraft. “We plan to start with an all-passenger fleet, and should the demand for freighters materialize, we are open to expanding our services in that direction,” he stated. This strategic approach allows Avion Express Brasil to adapt flexibly to evolving market dynamics while ensuring that it meets the specific needs of its target clientele.
In addition to launching operations in Brazil, Avion Express Group has broader expansion plans. The group is actively working on launching an airline in the Philippines under the Avion Express Philippines brand, further extending its reach in the global aviation market. With Avion Express Brasil being ASG’s first AOC in the Americas, the group is set to leverage its established expertise and operational know-how to capture new opportunities in a region characterized by dynamic growth in air travel.
The ANAC’s publicly available list of certified airlines, last updated on February 24, does not yet include Avion Express Brasil. However, with the new certificate in hand and operations set to begin soon, industry observers expect the carrier to quickly make its mark in the competitive Brazilian aviation sector. This significant achievement not only underscores Avion Express Brasil’s readiness to begin commercial operations but also highlights its commitment to contributing to the modernization of Brazil’s air travel market while boosting overall operational capacity in the ACMI segment.
