Monroe County, Fla., the seat of Key West International Airport, will issue $36.7 million in revenue bonds alongside grants and passenger facility charge revenue to fund construction of a new concourse. The concourse is slated to cost $113 million and will be built to weather up to 200 mile per hour winds, with a floor 14.5 feet above grade to avoid flooding and storm surges.
