The upscale Terranea Resort in Rancho Palos Verdes is the first business to be cited under a California law that puts hospitality workers who were laid off during the pandemic first in line when jobs reopen. Terranea was fined nearly $3.3 million for alleged unfairness to dozens of bartenders, banquet servers, sous chefs, housekeepers and massage therapists who were laid off when the resort suspended operations in March 2020.
