Mayor Bill de Blasio’s proposal to require City Council approval for all new hotel projects could cost New York City $350 million by 2025 and as much as $7 billion by 2035 in lost taxes, according to a confidential internal memo. The message from city budget officials jibes with warnings from developers that the blanket vetting process would devastate the city’s hotel capacity.
