Hotels house thousands of Calif. homeless

California, where more than a quarter of the nation’s homeless people live, has parlayed underused hotels and largely federal funding into a pandemic-period housing program that’s created more than 6,000 units, mostly through hotel conversions. The Project Homekey initiative saw a cost of $148,000 per unit, compared to $500,000 per unit for the development of affordable housing.
