Kauai, which had opted out of the state’s loosening of visitor restrictions, now plans to ease entry in the face of Hawaii’s deep tourism slump. Travelers will be allowed to skip Kauai’s 10-day quarantine if they get a negative coronavirus test at another Hawaiian island and wait three days.
