Brightline West is aiming for regulatory approval by the end of this year to bring trains to Rancho Cucamonga, Calif., linking with Los Angeles. The line will form a section of Brightline’s planned route from Los Angeles to Las Vegas, a project the company hopes to complete in 3½ years.
