Malaysia’s Systematic Aviation Services AOC Cancelled

Systematic Aviation Services (Kuala Lumpur Subang) has had its suspended air operator’s certificate (AOC) officially cancelled after failing to renew its air services permit (ASP), as confirmed by a Civil Aviation Authority of Malaysia (CAAM) spokesperson to ch-aviation.

Earlier this year, CAAM suspended Systematic’s AOC following the Malaysian Aviation Commission (MAVCOM) decision not to renew its ASP. MAVCOM’s decision was due to Systematic’s nonpayment of salaries and tax liabilities. According to Malaysian regulations, a valid ASP is required to maintain an AOC. CAAM initially placed Systematic’s AOC in suspension for three months, with an additional 60 days to rectify the ASP issue. However, Systematic did not meet the requirements, leading to the AOC being cancelled on August 1, 2024.

“Systematic’s AOC expired as of July 31, 2024. Therefore, they are no longer authorized to exercise the privileges of their AOC,” the CAAM spokesperson stated. “To resume commercial activities and obtain a new AOC, Systematic must undergo the standard application process, which includes a company-wide audit and will take at least three months.”

Systematic Aviation Services has a longstanding reputation as a local MRO provider for both government and private rotary and fixed-wing aircraft. Recently, it secured a contract with Malaysian property developer Ikhasas Sdn Bhd, through its subsidiary Oriental Sky Sdn Bhd, to operate passenger flights between Kuala Lumpur and an Ikhasas-developed resort. This included the acquisition of a Cessna 208EX seaplane.

However, due to regulatory issues, the aircraft was never used for its intended purpose. In July, it was reportedly ferried to Singapore Seletar for maintenance, with local reports indicating that Oriental Sky had repossessed it, although Systematic later denied these claims.
