Proposed NYC hotel development restrictions near approval

A New York City Council committee has sent the full Council its approval of a controversial proposal to require special permits for hotel construction and expansion. The measure, pushed by Mayor Bill de Blasio but denounced as unreasonable by developers, must be reviewed by the City Planning Commission because of changes by the committee.
