City officials in Joplin, Mo., are seeking to develop regulations for short-term rentals to address safety issues and neighborhood opposition to some of the home-based lodgings. Troy Bolander, director of the city’s department of planning, zoning and neighborhood services, says annual operating permits might be proposed to replace the current special-use authorizations that exclude oversight.
