The American Rescue Plan includes $4 billion to provide debt relief for farmers who are Black, Hispanic or otherwise classified as socially disadvantaged, a promise some skeptical farmers say they’ve heard too often before to take at face value. “That deep distrust was built over years. It didn’t happen overnight. It’s not going to be resolved overnight. But the best thing we can do right now is to deliver this,” Sen. Raphael Warnock, D.-Ga., said.
